The Batiquitos Lagoon Foundation Board of Directors is comprised of professionals who are dedicated to preserving, protecting and enhancing the Batiquitos Lagoon.
David Hill
Connection to Nature: I have lived overlooking Batiquitos Lagoon for 35+ years. I am very aware of the history associated with the mitigation project including negotiations with former Batiquitos Lagoon landowners Hunt Bros.
Credentials: BS Mechanical Engineering, Brixton College, London; Environmental Compliance and Hazardous Materials Management certifications, UC Irvine and UC San Diego; Registered Environmental Property Assessor.
Career Background: 40+ years in engineering construction and aerospace industries, as an engineer, program manager, facilities manager and environmental engineering consultant.
Other: Born and raised in England. Chair of BLF’s Batiquitos Lagoon Ecological Reserve (BLER) Health Committee.
Joe Hull
Connection to Nature: I have had the good fortune to enjoy the lagoon for running/ hiking for over 4 decades. As part of the BLF my goal is to continue to enhance the lagoon so others can experience the natural environment and the physical and mental benefits associated with this beautiful nature reserve.
Credentials: Registered Civil and Traffic Engineer, SDSU graduate.
Career Background: Retired Executive Manager/Engineer with the California Department of Transportation (Caltrans) - 36 years. Part-time lecturer at SDSU - 14 years.
Other: San Diego, Boston, and New York marathon finisher.
Kevin Kienast
Connection to Nature: I feel a deep connection to nature – it grounds me, offers clarity, and reminds me of life’s rhythms and resilience. Being in natural spaces brings a sense of peace and belonging that’s hard to find elsewhere.
Credentials: BA Business Management, Western Washington University; 20 year member of Audubon International.
Career Background: Certified Golf Course Superintendent for past 32 years, 22 of them at Aviara Golf Club.
Other: Have served as Treasurer on the board of the BLF since 2011.
Deborah Mossa
Connection to Nature: I enjoy engaging the public, especially children in the wonders of our ecological reserve.
Credentials: Certified Naturalist through the University of California; BLF Host, Docent, Director since 2014 , VP since 2015; MBA from Purdue University.
Career Background: 38 years with a fortune 100 company; retiring as a corporate officer.
Other: Worked all over the U.S and internationally; more importantly, I keep dog treats available and the lollipop container full!
David Newman
Connection to Nature: Dedicated to preserving our natural resources with a particular focus on environmental protections and habitat restoration.
Credentials: Certified Naturalist through the University of California, MBA Marketing from SDSU.
Career Background: 30 years in life sciences marketing.
Other: Native San Diegan and local Snake Wrangler.
Jeff Regan
Connection to Nature: I'm passionate about the importance and value of our natural environment and I'm committed to its protection.
Credentials: Certified Naturalist through the University of California, BA in Psychology and BS in Marketing from SDSU.
Career Background: Over 30 years in marketing and product development in the non-surgical orthopedic industry.
Other: Served on BLF Board since 2017, was BLF President for two years, also a native San Diegan and south Carlsbad resident for 40 years.
Chris Ross
Connection to Nature: As a south Carlsbad resident, who has been enjoying this beautiful coastal treasure since 1987, I am strongly committed to its preservation and protection.
Credentials: Certified Naturalist through the University of California, Bachelor and Master of Electrical Engineering degrees from Manhattan University.
Career Background: Seasoned executive with 30+ years leading global operations in the telecommunications industry.
Other: Served as a BLF Director since 2020 and as President since 2021.
Lance Shulte
Connection to Nature: Lifetime Sierra Club & Aqua Hedionda Lagoon Foundation member, waterman and long-time coastal/lagoon resident.
Credentials: Executive MBA, SDSU; Master of Urban & Regional Planning, University of Hawaii; & BA Geography, SDSU.
Career Background: Public/private sector career in City-Coastal-Fiscal Planning; and innovative new product/business development. Former Carlsbad City planner.
Other: BLF Board member since 2017, long-time San Diego and 38-year Carlsbad resident, Helped secure completion of BLF trail in Middle Batiquitos Lagoon, worked with CA Coastal Commission for BLF to get $540,000 for Batiquitos Lagoon enhancements.

The Batiquitos Lagoon Foundation (BLF) has been an all-volunteer organization throughout its forty-two-year existence. The organization is managed by a nine-member Board of Directors elected by the BLF membership. Board leadership is provided by a four-person officer group elected by them and consists of a President, Vice President, Secretary and Treasurer. Major activities are led and conducted by committees consisting of Board and other active BLF members who operate on a semi-independent basis. Committees include Environmental Education, Batiquitos Lagoon Ecological Reserve Health, Trail Extensions, Trail Maintenance, Communications, Membership & Fundraising and Finance, Administration & Grants. BLF is continually seeking people to join its Board and/or to lead or serve on its various committees. Qualifications include a sincere interest in our mission, enjoyment of nature, and a strong desire to help! Of particular interest are individuals with experience in non-profit resource development, government relations, grant writing and IS/IT support. As with many other nonprofit boards, ours is a participatory board, in which individuals contribute financially through BLF membership and by assisting with their time and talents.
